Health departments across the country are hiring hundreds of people to manage contact tracing for COVID-19. Many apps are available to support contact tracing, but adoption has been low for two reasons. First, the use of apps creates privacy concerns in the general public, and apps are only useful if a large percentage of people use them. Secondly, health departments already have case management systems and need to work within their existing system to operate effectively and efficiently.
